Use staging bootstrap script for testing ubuntu 24.04 #753

Staging script already has the additional fixes added for fuzzing, that aren't quite working yet, but may fix some issues once we move from Ubuntu 22.04 to Ubuntu 24.04 if we are lucky (which picks up the newer podman release).
