Switch terminateInstance to a post method #42

Per our agreement in RFC#97, actions will be sent using a POST request.

@djmitche Would it be possible to grant me more permission on this repo so I could at least add reviewers to future PRs :)

@helfi92 fyi, this repo is locked down because of the ucosp students. you should already be on the team of people who can do reviews.

@helfi92 I'm going to close this PR because we can't really do this. Actions should be Method + URL, so fixing this wouldn't actually require any changes to ec2-manager.
