New templates: VPN startup suffering 1min 40sec delay #40

debian-10 and fedora-30 templates:

Notify-send is hanging for 50 sec. each time its run. When vpn startup calls it twice, vpn connection is delayed by 1min 40sec. Also, no message is displayed.

Recent Fedora updates seem to have resolved the problem.
