Use TESS's location in barycentric time correction #10

As an extension to #6, we are currently recalculating the timestamps of the targets in FFIs, using their positions on sky, but anchoring them to the Earth frame. We really should use TESS's location instead. The effect is small (order of ~1 sec), but should still be done.
