Delivery area reordering doesn't work #836

Expected behavior: Drag and drop delivery areas and save, delivery areas should be saved in the new order.

Actual behavior:

  1. Drag and drop delivery areas, click save, the original order was restored.
  2. When just edited a delivery area, all delivery areas are locked and cannot be dragged. Have to refresh the page to reorder.

Reproduce steps:

  1. Drag and drop delivery areas and save.
  2. Edit a delivery area and try drag and drop.

Version: 3.0.5 & 3.0.6
