Allow Language + Timezone to be chosen during install #908

Looks look, next we need to set the timezone value as a setting, see IgniterInstall::addSystemValues method

Yep sorry, for some reason i thought that was handled in the seeder.

Mistake.. How about choosing the timezone and locale from a drop-down menu? To avoid typos?
