Bring down the ogbv-ml-rest service and node from our k8 cluster #360

We've sent out an update to the uli mailing list that we're deprecating the ml redaction feature for now. As next steps, we need to

  1. Stop the ogbv-ml-rest service (easy)
  2. Update the k8 cluster and stop the r5-large node running the ml classifier (a bit involved and new for me)
