As an admin, I want to manage indexing of media into Feluda #14

We need a page at /app/index where all the datasets are listed along with their aggregate index status.

We can configure an index script to run every 4 hours. But its possible that occasionally an admin want to

  1. Try indexing a particular dataset again
  2. Prevent its indexing in the subsequent run of the index cron job.
    We need to provide affordances for both in the UI.
