Not a bug, the limit was imposed to prevent abuse.

I disagree.
It is uncommon for medicine to have long names exceeding 20 characters. However, there are medicines whose names are actually above 20 characters (eg. ALCLOMETASONE DIPROPIONATE). The screenshot below shows me trying to use the feature with a long medicine name, but unable to do so due to the limit imposed by the developer team. I would not classify this as abuse, this is an actual medicine name, this is a topical medication used to treat eczema.
As stated in the module website, overzealous input blocking is considered a Feature Flaw (shown below). The inability to add more than 20 characters might potentially annoy the user:
Proof that this is an actual medicine:
Unable to add medicines with long names:
Expected:
• Expected Behaviour: For me to be able to store medicine names with more than 20 characters.
Actual:
• Actual Behaviour: I cannot store a long medcine name exceeding 20 characters.
• Why that severity? Low, as it is rare that medicines have such a long name. However, in the case that they do, this will cause a minor inconvenience.
