DwcA download from resource page is not working with Windows native zip program #1035

On Windows machine:

What steps will reproduce the problem?
1. Got to http://ipt.gbif.org/resource.do?r=ebird_test
2. Download the archive
3. Unzip it (using the native zip software)
4. The folder is empty
If you try with the 'right click/Extract all' we get a ''files have been 
blocked to protect the computer".

What version of the provider software are you using? The version should be
displayed in the footer of any page.
IPT Version 2.0.5-r4398-security-update-1

What browser are you using?
IE

Please provide any additional information below.
Also happening with our IPT (e.g. 
http://data.canadensys.net/ipt/resource.do?r=coleoptera-ca-ak)

Note that our resource 
http://data.canadensys.net/ipt/resource.do?r=coleoptera-ca-ak was fixed 
manually so it's currently working.

The IPT is behaving as expected. The archive published by the IPT isn't 
encapsulated in a parent folder, rather the constituent files are simply zipped 
together to produce the resulting file. This issue was raised in Issue 946.

What version of Windows are you using? Knowing this, it will be possible to try 
and replicate your problem and offer you some guidance. I would expect that you 
could override the 'files have been blocked to protect the computer' error.

I was able to reproduce it on Windows XP and Windows 8. I would say it might be 
related to Issue 1015.

Ah yes, that would explain it then. I'm happy to say that GBIF can at least 
index archives that have the problem described in Issue 1015.
