What steps will reproduce the problem?
1. Republish a registered resource
2. Keep the publishing status page open
3. Timeout error with GBIF Registry happens

What version of the provider software are you using? 
Version 2.1.1-r4640

Please provide any additional information below.
Calls to update the publish status page end up triggering multiple registry 
updates. The first registry update fails due to a timeout, cancels publishing 
the new version, and restores the previous version. Unfortunately when the next 
registry update fails due to a timeout, it triggers a restore version but 
counts backwards one version too far, deleting the newly restored (archived) 
version in the process. A log file showing the error is attached.
