Allow to reference a vocabulary source for a given mapped concept

The dwca meta.xml file allows to specify the vocabulary definitions used for 
values in a concept by referencing some external URL, e.g. a webpage, pdf, xml 
or rdf file.

A manager of the IPT should be able to enter such a source for any mapped 
concept.
Example links are:

http://rs.gbif.org/vocabulary/iucn/habitat.xml
http://intranet.iucn.org/webfiles/doc/SSC/RedList/AuthorityF/consactions.rtf
http://en.wikipedia.org/wiki/Exclusive_Economic_Zone
