Command-line: Not looking for tmpl-precompile.json in current folder #3

Currently when using the command line tool with installation from NPM the tool couldn't find tmpl-precompile.json in the current directory. Supposedly it should look for current directory first.

Updated with quick fix, updated docs and bumped to NPM. should be okay now :)
