Common cli options #1085

Hi Taurus Community

This PR provides common cli flags to use by many commands and subcommands. I hope that naming is good and changes are in line with conventions.

Hi @cpascual I've added changes you requested (also import style as I believe, the one you propose is predominant in the project). Hope it looks good now.

Thanks @stanislaw55 for all the corrections. The source looks good to me now, and my tests also turned out ok, so I'll merge it (just waiting for travis).

travis tests for py2qt4 are failing but this is for unrelated reaons. Merging
