Are you sure you put the correct IP and MAC address in the config file?
I pinged the IP address and in the "Stand by modus" I didn't get any response but after turning the TV "ON" I got a response.
With the app "Who's on my wifi" I have checked the MAC address.
So yes I am sure
What model is your TV? It may not be compatible with Wake On Lan. I have also seen that there are some models which don’t support WOL over WiFi but works with cable!

Please update the plugin and also look at the README file if you missed one step.
Also check if TV is compatible. You can see in the README how to do it.
I've installed the plugin for Samsung TV's with Tizen OS but when I try to wake up my TV in Homekit nothing happens.
