It sounds to be like it was designed as part of the product, and still shipped, just in two boxes instead of one, so I'm inclined to keep it? @axxroytovu what do you think?
according to the internet, Heliod never made it to final product, and a separate one was shipped containing only the missing card (and tokens), but it's technically two separate products

It's a philosophical question. Is it a product as designed just with shipping issue so it was sent in two parts? Or Heliod-less one is the true product, and that Heliod is just a separate thing.
I'm leaning towards the first interpretation - Heliod was meant to be there, and everyone who ordered it got the Heliod, and the comment already explains the shipping issue.
you may be correct that at a high level that is a full set, but in practice there is no product containing a full set of those cards - the intent is clear but the execution create something that we're not representing correctly
ie if you go to tcgplayer, you can buy the original drop (that doesn't contain the heliod) AND separately you can buy the replacement drop, but you cannot buy a set containing both, so if we were to open a Valentine 2021 product now, we'd only get a heliodless set of cards, not what wotc is advertising

This card was never shipped so it shouldn't count towards the decklist. The DISPLAY note should be enough.
Alternatively we could set the count to 0 but I don't know how the system will react (and seems counter intuitive)
