Moved the other Arena Starter decks (2021 and 2022) #29

Since a new category for Arena decks has been created, let's move 2021 and 2022 as well.

Were they also labeled as "Arena Starter Kit", or do we need multiple arena-* names?

I'm trying to match official name.

@taw SNC is what I used for "Starter Kit 2022" and AFR for "Arena Starter Kit 2021", since there is not a MTGJSON set id for each of them. Note the change in names. Since 2022 they started naming them "Starter Kit" instead of "Arena Starter Kit"
