Make ipp msp downloadable from pip #43

One cannot download ipp macro series parser from pip :

$ pip install ipp-macro-series-parser
Collecting ipp-macro-series-parser
  Could not find a version that satisfies the requirement ipp-macro-series-parser (from versions: )
No matching distribution found for ipp-macro-series-parser

I think this is the cause of this failed TILF Travis job.

Two solutions:

Publish ipp-macro-series-parser on pypi
Add ipp-macro-series-parser github repo in the file requirements.txt
