Handle cases when same (feature_id,mslevel) pairs are present within an MGF #133

Is your feature request related to a problem? Please describe. It looks like some tools are capable of exporting such things in MGF

Describe the solution you'd like I would like to merge them rather than not knowing how these are handled (situation atm)
