As a System Administrator I need the ability to reset the counter So that I can start counting something new

Details and Assumptions

Use the action POST / counters / {name} / reset

Acceptance Criteria

Given the counter has advanced to 5
When I call reset on the service
And I request the current counter
Then I should see 0 returned from the service
