revive this module #4

this module has fallen seriously out of maintenance, and needs to be revived

To start, could we change the license to something like MIT?

This would allow the software to be used in more places, and with more dependencies on the software will likely encourage more contributors.

@JamesDale i have relicensed the package as Apache 2.0, which is similar to MIT, as part of https://github.com/kelvin13/swift-noise/pull/7
