Blocked by #37, #37, and #35

Create a circuit featuring GPS, BNE-085, wheel encoder and ESP32 powered by the 18650 batteries. Measure the voltage and current draw over a period of time.

Power consumption calculations are complete for the main sensors listed above. Will need to do additional calculations to account for the environmental sensors
