Duplicate rule-901 for creditor #25

Story statement

As a Tazama system operator, I want to add a second public rule (rule-902) So that we have two public rules in the network map and typology configuration to get a more complete feature and testing scope

Acceptance criteria

  1. Duplicate the rule-901 repository in rule-902 repository and change the rule from the debtor perspective to the creditor perspective i.e. rule-902 Amount of transactions creditor made
  2. Unit testing - create postman test (duplicate rule-901 https://github.com/frmscoe/postman/blob/dev/4.%20Rule%20Functionality%20Testing%20-%20Rule%20901.postman_collection.json)
  3. End-to-end postman testing (Add rule-902 to the typology configuration and the network map)
