refactor: encapsulate environment variables #257

What did we change?

We abstracted the environment variables from the processor to frms-coe-lib

Why are we doing this?

To move the reading of variables that are library-based to the library

How was it tested?

[x] Locally
[x] Development Environment
[ ] Not needed, changes very basic
[x] Husky successfully run
[x] Unit tests passing and Documentation done
