The report data structure needs to be inspected to see if it has an extra level of hierarchy, and if so, flatten it.

The PR patch isn't working, as it logs a stacktrace PHP message: Array to string conversion - Line 589 of /home/jethro/code/2.35.0-RC3/app/calls/call_document_merge.class.php. Closing for now.
