pytool needs update

pytool needs to be updated in the light of recent work with toolframe.py

[tbarron]

• use toolframe.tf_launch to launch pytool itself
• update the newtool test to expect toolframe.tf_launch
• update the newpy test to expect toolframe.ez_launch
• update the simple program template to use toolframe.ez_launch
• update the tool program template to use toolframe.tf_launch
• add license info
