Seed ratio doesn't stick when pausing/unpausing all

What steps will reproduce the problem?
1.Select all torrents
2.Right click and choose 'Properties'
3.Set seed ratio to anything, like '2.00'
4.Pause ALL torrents (CTRL+SHIFT+P)
5.Unpause ALL torrents (CTRL+SHIFT+S)

What is the expected output? What do you see instead?

OS:
Transmission: X.XX (build XXXX)
Remote: X.XX (rev XXX)
