Fixed missing Pandoc.sublime-settings #83

It looks like commit 16631fc renamed Pandoc.sublime-settings to atx-headers-arg-update (and made one change to the file). The lack of a sublime-settings file seemed to be causing the error in issue #82.

This commit renames atx-headers-arg-update to Pandoc.sublime-settings.
