svn:global-ignores does not work with multiple targets selected

Steps to reproduce:
1. check out two empty working copies
2. set the svn:global-ignores property to test.txt on the wc root of each of 
the working copies
3. create a folder test, and a file text.txt in it in each of the working 
copies. Do NOT add those folders but leave them unversioned.
4. select the two wc roots, right-click, "Add"
--> the add dialog shows the test.txt file even though it is ignored
