Wire package renames into the XML update step #98

Package renames are not currently wired in as an automatic update to all XML files.

A mechanism is needed to enable package renames as XML updates to select XML files.

Based on current open-liberty usage, having the package renames data be distinct from the xml update data is a better practice.
