Initial Goals:

[ ] Monitor overall CPU usage.
[ ] Monitor status messages from all modules.
[ ] Send data to be logged by scribe.

Long Term:

[ ] directly monitor process existence and CPU usage from OS system level.
[ ] reboot any process which may have failed.
