This PR converts the project to use TypeScript.

Todo:

[x] Setup TypeScript, TSLint, and TS-Node, along with interopability with existing tools
[x] Convert source and test files to TypeScript
[ ] Use the primary benefit of TypeScript, type-checking, in source files (add types)
[ ] Add types for test files

I'm closing this because I've undertaken an effort of my own to convert this project to TS.
