Adds XML dump from bugs.ecmascript.org, a utility to convert to JSON, and a static website for GitHub pages to permit publication at https://tc39.github.io/archives/.
This PR is currently live on my own fork at https://ignoredambience.github.io/tc39-archives/.
Further work to import into GitHub issues, to enable easier search of the tickets is a possible next step.
