Move repo to TC39 organization #3

@ljharb do I need to do something to prepare this repo for transfer?

I think that it'd be good to make sure that @brendaneich still wants to move this proposal forward. I'm volunteernig to write spec text, so I added myself to authors. Authors column in stage 1 proposals list is currently empty, so I'm not sure if I should add someone besides me.

Since it's stage 1, follow the instructions here: https://github.com/tc39/proposals#onboarding-existing-proposals

Authors are generally those that helped write the spec text for the proposal; use your discretion about who qualifies :-) As for the champion, hopefully the ping here is enough to confirm, but it seems fine to assume he is a champion along with you, until he indicates otherwise.

@gesa I've lost ownership after transfer this repo to TC39 organization so I can't even merge my PRs. Could you please give me owner rights back?
