Support name of the Numbering System #68

Several Intl APIs accept numberingSystem as option, we should provide display names of these numberingSystem

This proposal reach stage 4 in TC39 2020 Sept meeting. Move the issue to the v2 repo in https://github.com/tc39/intl-displaynames-v2/issues/9 close this issue
