Should default style be "short" instead of "long"?

mentioned "There is a base style. This is "short" by default."

and in https://github.com/tc39/notes/blob/HEAD/meetings/2021-10/oct-25.md#durationformat "...it would by default give you the short style..." and "This is short by default, but you can..."

But the current spec text in step 13 of https://tc39.es/proposal-intl-duration-format/#sec-Intl.DurationFormat

use "long" as default instead.
