Order of numberingSystem got changed in resolvedOption w/o consensus #171

I believe we didn't discuss the reordering of numberingSystem in the resolvedOption output in TG2 nor TG1 but the order got change as part of the landing of https://github.com/tc39/proposal-intl-duration-format/pull/150/ I believe the editor should produce a PR to revert that swap as a fix to the technical error. and if we really like to place the order of the numberingSystem to the top then we need a separate Normative PR for that.
