Add legendecas as a champion #369

I'm championing the Node.js ShadowRealm integration and would like to join the champion group of ShadowRealm :)

I'm supportive of this as @legendecas is working on implementation in Chromium and championing the Node.js Strategic Initiative on ShadowRealm integration (https://github.com/nodejs/TSC/issues/1221). @legendecas contributions are fundamental to push this proposal to Stage 4, so I appreciate this addition to the co-champions group.
