add jridgewell as champion #3

@jridgewell this adds you as proposal champion to the readme.

I wanted to ask as well - should I start writing spec.emu now, or is that usually done later on? Specifically, I'm not totally sure how to fill in all the options in https://tc39.es/ecmarkup/#document-options (e.g. what would the "shortname" be?)
