Add a documentation on ReadTheDocs #38

Currently, the documentation is only the README file. It would be nice to have a more complete documentation, with various examples.

First version of the README split as a Sphinx doc site: https://jsonrpclib-pelix.readthedocs.io/

The docs branch (sample split of the README file) has been merged with master: the documentation is now available on https://jsonrpclib-pelix.readthedocs.io/ and will be updated alongside the project itself.
