As a user, I need a game UI #65

the game UI will have a constant overlay (otherwise known as a HUD) that lets the user know how many health points and ability points they have it will also show the health points and ability points of any entity they target (npc, mob, or themselves)

acceptance criteria

contains:

a overlay HUD that shows health points and ability points
a shell for special abilities
shell for inventory window, quest window, special abilites info window, character stats window, system settings window

does not contain:

any functionality for the makeup of health points or ability points
any functionality for special abilities
any functionality for how the items work in inventory
any functionality for how quests work in quest log
