As before this shouldn't actually merge into 1.69, but will help kick off CI.

this seems fine. @BradyBonnette if you wanted to look at why this specific aarch64 job has ended up hanging both here and on 1.69, it might be worth considering.

This gets my stamp of approval. I'll probably follow up with blocking off currently unstable functions that would cause problems if they stabilized, but that's not critical.
