write a github action runs on merges to main

• open a PR (naming TBD), or update existing PR
• generate changelog entry from commit messages
• generate new version number
• update other files as needed

PR is manually reviewed and merged

tag job

• push new tag; runs on merge to main (PR detection TBD)

PR validation job

• check pr contents match conventional commits spec (loosely)
• update repo default PR commit message to be the validated content
