RFE: system to attach notes with various pieces of data #3

Special notes can be attached with data items. If that data item is involved in a plot or map, the note an be displayed below. e.g. Congress did not contest in 1980 elections, or it was called by a different name, etc.

We can do this only when we have done the analysis of the data extensively.

This could be one of the projects for the new interns.
