Need about page with source of data #53

Among other things, the about page should mention how we obtained this data:

FRJ for pre-2004 assembly elections ELM teams with open-refine for post-2004 assembly elections Parsing of ECI PDF files for all GEs.

We should also mention the date of last update.

If we incorporate caste data, etc from CJ/CSDS etc, it should also be attributed.
