Andhra Pradesh split 2014 #49

As Telangana state was split from Andhra Pradesh in 2014 and ECI gave the results together for 294 constituencies (119 Telangana and 175 Andhra Pradesh). While storing the AP data in tcpd_data.git we have to remove Telangana data for 2014 and reassign constituency numbers for AP constituencies. (constituency nos 119 to 294 were renumbered from 1 to 175 as per 2019 election results of AP.
