Update footprint for DE-15 connector to correct pin row spacing #1

comparing the 3d renderings, after my second commit, the VGA connectors are in the exact same position

Excellent, thanks! I had totally forgotten about this - the VGA connector can be installed on r1, it just needs a bit of forcing.
