Discourage: The Mouth of Sauron shows Frodo's Mithril armour which discourages the Gondor soldiers. Something like Fear.
Ambassador: The Mouth of Sauron submits a message from Sauron which increases the damage/attack rate of Easterlings and Haradrim/allies of Mordor.
"My Master bids you welcome" - Open the Black Gate (Ulti): Creates a miniature black gate releasing Mordor creatures -> like Goblin Factory
