Revise Tinker Engineering upgrade

They are only provided up to level 12.

Revise the whole system of replacing abilities by always using the same ability but changing the improved values with triggers instead.

React to learning Engineering or any other ability and react to Tome of Retraining events.

This would also fix #1285.

Check if changing the values dynamically really affects the ability.

It could be uploaded on Hive if it works as a custom system for all maps which have Engineering with a higher level than 3.

• aare has no specific ability.
• Nsy1, Nrg5, Nrg6 and Nde2 have use specific abilities but the interval seems to change.

but all fields can be change directly according to the page which does not seem to have an effect.

Set works by update Level does not work either. Only the aare works.

The ability field level parameter seems to start at 0 and not 1!
