Add High Elf race

The High Elf race is based on the High Elves from the Reign of Chaos Undead campaign missions and units of the Human race. High Elves existed before Frozen Throne and before becoming Blood Elves. According to the World of Warcraft lore, some High Elves did not rename themselves to Blood Elves, so some of them do still exist.
